MAJOR GENERAL RANDALL R. MARCHI
Commander, 28th Infantry Division 

Major General Randall R. Marchi assumed duties as commander of the 28th Infantry Division, Pennsylvania Army National Guard on July 11, 2009.  As commander, he is responsible for the planning and execution of readiness programs for more than 14,000 Soldiers in support of combat missions as determined by the president of the United States.  General Marchi is also responsible for planning and executing state emergency missions in support of the governor of Pennsylvania.

General Marchi’s military career began in 1973 when he enlisted in the Army National Guard. He was commissioned a second lieutenant in May 1980 and was assigned to Headquarters, 28th Infantry Division Artillery where he served as an air observer.

After completion of the Field Artillery Officer Basic Course in 1981, General Marchi served as survey platoon commander and then transferred to Battery F, 109th Field Artillery in 1987 where he served as the battery commander.

In 1991 he returned to Headquarters, 28th Infantry Division Artillery in the positions of target analyst and fire support officer and served as assistant fire support coordinator until 1997. Following that, he transferred to Headquarters, 1st Battalion, 108th Field Artillery as the executive officer and served there until 1999.

General Marchi served as the personnel officer in Headquarters, State Area Command and later transferred back into Headquarters, 1st Battalion, 108th Field Artillery as the commander in 2000.  In August 2003 he transferred to Headquarters, 28th Infantry Division Artillery as the operations officer and was reassigned as the executive officer in October 2003.  In June 2004 General Marchi was reassigned as the commander of Headquarters, 28th Infantry Division Artillery and served in that position until April 2006.  Prior to assuming his present duty, General Marchi served as director, Joint Force Headquarters and as the assistant adjutant general.

In his civilian employment General Marchi serves as a director for the Office of the Auditor General for the state of Pennsylvania and holds certificates as a Certified Public Accountant (CPA), Certified Fraud Examiner (CFE) and Certified Government Financial Manager (CGFM).  He directs and oversees an audit bureau that conducts governmental financial and performance audits.

General Marchi graduated from the Indiana University of Pennsylvania where he earned a Bachelor of Arts degree in Criminology. He also holds a master’s degree in Strategic Studies from the Army War College.

General Marchi’s awards and decorations include the Legion of Merit with Oak Leaf Cluster, Meritorious Service Medal with Oak Leaf Cluster, Army Commendation Medal, Army Achievement Medal with Oak Leaf Cluster, Army Reserve Components Achievement Medal with 8 Oak Leaf Clusters, National Defense Service Medal, Armed Forces Reserve Medal with Gold Hourglass Device, Army Service Ribbon, Army Reserve Components Overseas Training Ribbon with Numeral 2, and the Aircraft Crewman Badge.
