First Sergeant Course Phase 2

1.  Scope.  The FSC is a scenario-driven, performance-oriented course of instruction designed to prepare Sergeants First Class and Master Sergeants for positions of responsibility as unit First Sergeants.  Major subject areas include unit administration, communicative skills, discipline and morale, logistics and maintenance, personnel management, physical training, security, tactical operations, and training management.

2.  Prerequisites.  Students must:

 a.  Be in the rank of SFC or MSG and be selected to be a 1SG or assigned as a detachment NCOIC.

b.  Be a graduate of ANCOC and complete one year of service after graduation prior to the start date.

 c.  Meet the physical fitness standards outlined in both AR 40-501 and AR 340-41, plus meet the weight standards outlined in AR 600-9.

3.  Course Overview.  All students must meet the standards outlined in AR 350-1, TRADOC Reg 350-10, TRADOC Reg 350-18, AR 600-9, and AR 670-1, and be selected by their command for attendance.  Active Army Soldiers must have at least 12 months remaining in their enlistment, and ARNG Soldiers must have at least 24 months remaining.  USAR Soldiers must meet the obligations outlined in AR 135-200.  First Sergeant Course Length: 15 days ADT.  Enlisted members of the Reserve Component or Active Component in the grade of E7 (promotable) or E8, occupying a First Sergeant position may attend this course.  Prerequisite: Completed ANCOC (all Phases), or documented equivalent course and FSC Phase I.  You must show proof of successful completion of both during in-processing. Basic computer skill is highly recommended.  Students should be able to utilize Microsoft Word and PowerPoint, and Adobe Acrobat Reader. 

4.  Academic Standards.  Students must achieve a “GO” on each evaluation/exam.   Only one retest is allowed for each primary evaluation/exam.  There is no retest for the EOCSE.

You must pass the following to complete this course:

a.  Oral presentation (Information Briefing)

b.  Oral presentation (Decision Briefing)

c.  End of Course Sustainment Exercise FBCB2 

5. Reporting.  Report to Staff Duty in Building 8-80 to receive in processing instructions,  then proceed to Classroom 101 NLT 1600 hrs, Friday in IPFU to begin in processing.  It is further recommended to report by 1400 hours in order for you to be able to make any final preparations for the start of training.

6.  Documentation.  Bring the following documents for in processing.

a.  Pre-execution Checklist (dated July 2009), completely filled out, with the original signature of your commander and yourself.  YOU MUST COMPLETE PART II OF THE FORM VERIFYING YOUR COMPLETION OF ANCOC PHASE 2 or DOR to E7 prior to 1 Oct 92.

b.  Five copies of your orders.

c.  DA Form 1059 (Academic Evaluation Report) for ANCOC Completion. 

d.  DA Form 3349 (Physical Profile).  Permanent profiles are permitted.  The Commandant may approve temporary profiles on a case-by-case basis.  Soldiers with profiles that preclude full participation in training and the APFT (you must be able to complete an aerobic event) will not attend this course.

 e.  Proof of completion of Phase 1 First Sergeant Course.

7.  Transportation.  The academy provides shuttle service from Harrisburg International Airport, Harrisburg AMTRAK Station, and the Greyhound/Capitol Trailways Bus Station.  When you arrive at one of these locations call (717) 861-8863 or (717) 861-8876 for shuttle service. Please note this transportation is available to and from the airport, train and bus stations only. In and around transportation/shuttle service is not provided. Please also see Paragraph 7 below.

8.  Billeting.  Effective 01 OCT 08, billets for the FSC are not available through the 166th Regiment and will be billeted with charges through Fort Indiantown Gap Billeting Office. All FSC students need to contact Fort Indiantown Gap Billeting Office at 717-861-2512 to arrange their accommodations. The room rates vary for various reasons therefore any questions regarding the room rates and charges can be addressed by calling 717-861-2512.  All FSC students will report to FTIG Billeting Office BLDG 11-7 to obtain a room prior to reporting to the 166th Regiment.  Additional essential billeting information is also provided in the attached Fort Indiantown Gap Garrison Commander memorandum dated 05 November 2008. 

9. Billeting Transportation/Shuttle Service.  Billeting Transportation/Shuttle Service to and from billeting to the 166th Regiment is not available.

10.  Meals.  The academy provides meals for all students that are not on Separate Rations or Per Diem at no charge.  Soldiers on Separate Rations or Per Diem are responsible to pay the current meal charge at the Dining Facility.

11.  Pay.  Your unit is responsible for all pay and allowances.

12.  Uniforms/Equipment.  The uniform for class and for graduation is the Army Combat Uniform (ACU).  The uniform for inprocessing/weigh-in and physical fitness training is the Army Issue PT Uniform.  Bring cold/wet weather clothing as required.  Field equipment is not required.  Civilian clothing is authorized after duty hours.

13.  Standards.  You must meet the uniform and personal appearance standards in AR 670-1.  The academy enforces the Honor Code and expects complete honesty at all times. 

14.  Weapons.  The possession of privately owned firearms within the boundaries of Fort Indiantown Gap is prohibited.

15.  Helpful Hints.  The keys to successful completion of the FSC are preparation and organization.   Alcohol-marking pens will be helpful for the overlay portion of the Combat Orders class. Bring your overhead transparencies with you if you plan to use them for your briefing.
